Francisco is a renowned attorney with more than 30 years of experience in local tax matters, having achieved significant favorable judicial precedents. He leads the Local Contributions and Social Security practices, both in advisory and litigation.

His litigation practice covers all local taxes applicable in Mexico, as well as disputes between employers and IMSS and INFONAVIT. His professional experience includes advisory and litigation in administrative matters related to real estate, service provision, outsourcing, and employee benefits, among others.

He has advised various private sector organizations in the analysis of bills related to social security and labor law. Clients in the areas under his responsibility include domestic and international companies with large workforces or significant property holdings across different locations, which require staying up to date with compliance obligations before multiple authorities (tax, social security, labor regulations, civil protection, etc.).

He has also been a professor of Tax Law at the Universidad Iberoamericana (UIA).
